Trans-Tasman Energy Rating Register — Electric Storage Water Heaters Extract

The electric-water-heater category of the trans-Tasman E3 / GEMS product-registration register (energyrating.gov.au) — the sibling extract to RD_025, which delivered 8 other appliance categories but explicitly not this one. Holds 1,469 registered electric (resistance) storage water heater models with per-model storage capacity (L), declared standing heat loss (the efficiency metric; units inferred kWh/24h), pressure/vent type, brand, country of manufacture, MEPS label and compliance standard. ⚠ Unlike the RD_025 CSVs it carries no annual-kWh column — its efficiency metric is standing (standby) loss, not total consumption. Gives NI a defensible standby-loss parameter for the dominant residential hot-water end-use. This advances RT_149 (delivers the hot-water/water-heater residual) but does not fully resolve it — the lighting register extract is still outstanding.

Summary

This is the electric storage water heater slice of the same product-registration dataset that underlies EECA’s Efficient Appliance Calculator (URL_008) and its 8-category sibling extract RD_025. It is drawn from the E3 Program (the joint Australia–New Zealand Equipment Energy Efficiency scheme, administered under Australia’s GEMS framework and co-run by NZ’s EECA/MBIE), which registers regulated appliances against MEPS (Minimum Energy Performance Standards) and assigns Energy Rating labels. Every registered electric water heater carries a declared standing heat loss figure (the standby-loss efficiency metric under AS/NZS 4692.2), a gross storage capacity, physical/compliance attributes, and a MEPS label — self-reported by the manufacturer/importer at registration.

The extract holds 1,469 registered electric-water-heater models (all “Approved”; 1,465 currently “Available”). Its schema differs materially from the RD_025 category CSVs: there is no “Labelled energy consumption (kWh/year)” column — the only energy-efficiency metric is Decl Stand Heat (standing/standby heat loss). This matters for NI demand modelling: the register supplies the standby-loss component of hot-water energy, not the total (total hot-water energy = useful heat delivered to the draw-off volume + standing loss), so it must be paired with a draw-off/hot-water-demand assumption (BRANZ HEEP / RD_020) to build a full hot-water load. The dataset’s value to Neobiome Intelligence is demand-side: hot-water heating is the single largest (or joint-largest) residential electricity end-use in all-electric NZ homes (~29% of household electricity per BRANZ HEEP, cited on D01), so a defensible standing-loss band per cylinder is a load-bearing input to the demand any off-grid system must be sized against. It carries no cost, generation, or installed-base-penetration data.

Key claims

- claim: "The extract holds 1,469 registered electric storage water heater models (data rows, excluding the header). Registration/availability: all 1,469 have SubmitStatus 'Approved'; Availability Status is 'Available' for 1,465 and 'Unavailable' for 4. Two applicability standards are recorded: 'Greenhouse and Energy Minimum Standards (Electric Water Heaters) Determination 2012' (945 models) and 'AS/NZS 4692.2:2005' (524 models). Trans-Tasman scope: 998 of 1,469 models (67.9%) list 'New Zealand' in the Sold_in field and 944 list 'Australia' (fields overlap — a model may be sold in both)."
  source_location: "Python csv.DictReader over the raw CSV (energyrating_hot_water_heaters_electric.csv, 1,469 data rows). Counters: SubmitStatus {Approved:1469}; Availability Status {Available:1465, Unavailable:4}; ApplStandard {GEMS Electric Water Heaters Determination 2012:945, AS/NZS 4692.2:2005:524}; Sold_in contains 'New Zealand' 998, 'Australia' 944."
- claim: "Gross storage capacity ('Gross Store Cap', litres) across the 1,469 models: min 9 L, median 180 L, max 600 L. Distribution by band: ≤50 L 186 models; 51–135 L 347; 136–200 L 325; 201–315 L 367; >315 L 244. (The common NZ cylinder sizes 125/160/250/315 L are the most frequent 'Cap' nameplate values.)"
source_location: "Python over column 'Gross Store Cap' (all 1,469 rows positive). Band counts summed = 1,469. 'Cap' nameplate top values: 315(171), 250(161), 160(154), 125(95), with 490 rows blank ('-')."
- claim: "Declared standing heat loss ('Decl Stand Heat') across the 1,469 models: min 0.38, median 1.86, max 3.86 (units INFERRED as kWh/24h per the AS/NZS 4692.2 standing-heat-loss MEPS convention — no data dictionary in this extract confirms the unit). The value scales monotonically with tank size, confirming it is a genuine standby (surface-area) loss: median by capacity band — ≤50 L 1.06 (range 0.38–1.79); 51–135 L 1.45 (0.85–2.01); 136–200 L 1.76 (1.34–2.42); 201–315 L 2.27 (1.73–3.12); >315 L 2.92 (2.26–3.86)."
source_location: "Python over column 'Decl Stand Heat' (all 1,469 rows non-empty, positive); min/median/max = 0.38/1.86/3.86. Per-band medians computed by grouping on 'Gross Store Cap' bands. Unit inference: standing heat loss is the labelled MEPS metric for electric storage water heaters under AS/NZS 4692.2, conventionally kWh/24h; the CSV carries no dictionary, so the unit tag is inferred here while the numeric values are read verbatim."
- claim: "This water-heater extract carries NO annual-energy-consumption column — unlike RD_025's seven non-AC category CSVs, which each carry 'Labelled energy consumption (kWh/year)'. The 32-column header contains no field whose name includes kwh / energy / consumption / annual / labelled; the only energy-efficiency metric present is 'Decl Stand Heat' (standing/standby heat loss). Consequence: the register gives the STANDBY-loss component of hot-water energy, not total consumption (which additionally depends on draw-off volume and inlet/outlet temperature)."
source_location: "Header of the raw CSV, 32 columns: adjust_temp, ApplStandard, Brand, Cap, Country, Decl Stand Heat, Depth, Gross Store Cap, Heating Elements, Height, Label-MEPSNZ, Model No, Family Name, N-Standard, N-Standard_MEPS, Sold_in, Submit_ID, SubmitStatus, tot_expan_valves, tot_feed_tanks, tot_hotwat_fittings, TPR Valves, Type, vent_displacement, Width, ExpDate, GrandDate, Product Class, Availability Status, Product Website, Representative Brand URL, Registration Number. Python filter for any header containing kwh/energy/consum/annual/labelled → empty."
- claim: "Pressure/vent type ('Type'): mains-pressure 'Unvented/Displacement' dominates — 1,227 models (max >120 kPa) + 168 (max <120 kPa) = 1,395 (95.0%); 'Vented/Displacement' (low-pressure) 71; 'Heat Exchange' 3. Thermostat: 1,404 models have an adjustable thermostat ('adjust_temp' = Yes) vs 65 non-adjustable ('No')."
  source_location: "Python Counters: Type {Unvented/Displacement (max >120kPA):1227, Unvented/Displacement (max <120kPA):168, Vented/Displacement:71, Heat Exchange:3}; adjust_temp {Yes:1404, No:65}. Sums = 1,469."
- claim: "The register spans 28 distinct brands (case-normalised). Top brands by registered-model count: Rinnai 363, Rheem 267, Thermann 213, Peter Cocks 122, Dux Proflo 98, Triumph 60, Everhot 58, Dux 50, Aquamax 44, Midea 32. Country of manufacture: Australia 596, New Zealand 428, China 285, Vietnam 130, China+New Zealand 25, Germany 5."

Neobiome Intelligence relevance

This dataset is a demand-side reference layer for D01 (energy sizing) — the electric-water-heater companion to the 8-category appliance register RD_025. It does not model generation, cost, or storage; its job is to put a defensible standby-loss band on the single largest residential electricity end-use.

Four specific uses:

  • Standby-loss demand parameter (D01). The standing-loss band (median ~1.86 kWh/24h ≈ ~680 kWh/yr for a median 180 L cylinder, before any water is drawn) gives NI a defensible always-on hot-water baseload figure per cylinder. This is the standby component only — total hot-water energy also includes the useful heat delivered to the draw-off volume — so it pairs with a hot-water-demand assumption (BRANZ HEEP / RD_020) to build the full hot-water load that dominates all-electric NZ household electricity (~29% per BRANZ HEEP, cited on D01). RD_028
  • “Right-size / efficient-replacement” demand lever (D01). Standing loss scales monotonically with tank volume (median 1.06 → 2.92 kWh/24h from ≤50 L to >315 L) and spans a wide efficiency range within each band. NI can model a demand-reduction scenario — smaller/better-insulated cylinder, or shift toward the low end of the loss band — to quantify the standby energy saved before generation is sized. RD_028
  • Cylinder-as-thermal-store framing (D01/energy_storage). The capacity distribution (median 180 L; 244 models >315 L) parameterises the electric cylinder’s role as a flexible thermal store — the load most cheaply shifted into daytime PV surplus. This register is the population of available hardware for that lever; it complements OT_052 (water heater as grid storage) and the heat-pump-HW option costed in CR_038. RD_028
  • Methodology anchor + honest coverage caveat (methodology_frameworks). Same opt-in, self-reported registration methodology as RD_025/URL_008: the register is the regulated-product market, not the installed base. Use standing-loss figures as the efficiency band available to new purchases; NZ’s installed stock skews older and higher-loss, so pair with installed-stock age assumptions before treating any figure as the typical household’s current cylinder. RD_028

Scope limit: electric (resistance) storage water heaters only — not gas, not heat-pump water heaters (separate register categories; heat-pump-HW performance/cost is held by OT_038 and CR_038). This is a parameter reference, not evidence for any SSI indicator or case — it feeds calculation inputs only, carries no cost data, and no NZ penetration/ownership data (that lever is RD_020).

Research targets

Advanced (kept open, annotated — partial)

  • RT_149 — ADVANCED (→ this page), still partial. RT_149 sought the substantive Energy Rating product register across all regulated categories; RD_025 delivered whitegoods + HVAC + electronics + pool pumps and left lighting + hot-water/water-heater outstanding. This source delivers the hot-water/water-heater residual (1,469 electric storage water heaters, with capacity + standing-heat-loss + MEPS status). The lighting register extract remains the only outstanding category. Keep RT_149 open, annotated with this source_id; the residual is now lighting only. Do NOT move to Done.
  • Total hot-water demand (draw-off volume, not just standby loss). This register gives standing loss but not the useful heat delivered per household — that need is already met by BRANZ HEEP end-use shares (~29% water heating, on D01) and RD_020 (RBS 2021 per-dwelling energy). No new RT required.
  • Heat-pump water heater efficiency/cost. Out of scope for this electric-resistance register; already held by OT_038 and CR_038 (COP 3.2–4.0). No new RT.

Research gaps

  • None new. (The standing-heat-loss unit inference — kWh/24h, undocumented in this extract — is a data-quality caveat recorded in Notes, not a retrieval target; the official energyrating.gov.au data dictionary for water heaters would confirm it if ever pulled, but is not worth a dedicated RT.)

Notes

Reference dataset (context: ni, type: rd) — the electric-water-heater category of the trans-Tasman E3/GEMS product register, sibling to RD_025 and the substantive data behind URL_008. Single CSV (1,469 data rows, 32 columns); all figures computed for this page and reproducible from the raw (see each claim’s source_location). data_quality: verified reflects traceability of every stated figure to the raw; it does not vouch for the register’s own real-world accuracy (self-reported, opt-in — regulated-product market, not installed base) and does not cover the one inference in the page: the Decl Stand Heat unit (kWh/24h) is inferred from the AS/NZS 4692.2 standing-heat-loss convention, not confirmed by a data dictionary (none accompanies this extract). The numeric values (0.38 / 1.86 / 3.86 and the per-band medians) are read verbatim; only the unit tag is inferred.

Schema differs from the RD_025 CSVs — no annual-kWh column. RD_025’s seven non-AC CSVs each carry “Labelled energy consumption (kWh/year)”; this water-heater CSV does not. Its efficiency metric is standing (standby) heat loss. Do not treat standing loss as total hot-water consumption — it is the always-on baseload only; total energy adds the useful heat delivered to the draw-off volume.

Cross-reference, not duplicate. This is the same register as RD_025 but a different category extract (electric water heaters), retrieved specifically to close the hot-water/water-heater residual RD_025 left open on RT_149. It is filed as a standalone rd_ page (single file → flat, L26) rather than folded into the RD_025 multi-file folder, so filing stays one-source-one-page and the sibling cross-links (this page ↔ RD_025) make the relationship explicit.
