Trans-Tasman Energy Rating Register — GEMS/E3 Appliance Efficiency Dataset
The substantive per-product appliance dataset behind EECA's Efficient Appliance Calculator ( URL_008) — the trans-Tasman E3 / GEMS product-registration register (energyrating.gov.au). This extract holds 8 regulated appliance categories (fridges/freezers, clothes washers, clothes dryers, dishwashers, televisions, computer monitors, air conditioners, pool pumps) with per-model annual energy consumption (kWh/yr) for the seven non-AC categories (air conditioners are rated seasonally by climate zone — AEER/ACOP, TCEC/THEC), plus star ratings and MEPS compliance status, and two official data dictionaries. Gives NI defensible, per-appliance demand-side efficiency parameters for residential load modelling. ⚠ It is an opt-in, self-reported register (regulated-product market, not installed base), and it does NOT contain the lighting or hot-water/water-heater categories RT_149 also named — so RT_149 is advanced (partial), not fully resolved.
Summary
This is the raw product-registration dataset that underlies New Zealand’s public appliance-efficiency comparison tool (URL_008). It is drawn from the E3 Program (Equipment Energy Efficiency) — the joint Australia–New Zealand scheme, administered under Australia’s GEMS (Greenhouse and Energy Minimum Standards) framework and co-run by NZ’s EECA/MBIE — which registers regulated appliances against MEPS (Minimum Energy Performance Standards) and assigns Energy Rating Label star ratings. Every registered non-AC model carries a tested annual energy consumption in kWh/year and a star rating, self-reported by the manufacturer/importer at registration; air conditioners are instead rated seasonally by climate zone (AEER/ACOP efficiency ratios and seasonal TCEC/THEC energy).
The extract in this ingest covers 8 appliance categories (7 CSVs dated 15 Jul 2026 plus pool pumps dated 10 Feb 2026), totalling ~23,500 registered models, accompanied by two official data dictionaries (air conditioners “as at September 2019”; refrigerators/freezers “as at May 2015”) that document every column. The dataset’s value to Neobiome Intelligence is demand-side: it supplies per-appliance kWh/yr efficiency bands to build a defensible residential (and small-commercial) electricity load profile — the demand that any off-grid PV + BESS / micro-hydro / diesel-hybrid system must be sized against. It is the appliance-level companion to the sector-level RD_007 EECA end-use database (which shows refrigeration ≈ 11.8% and space cooling ≈ 2.4% of residential electricity) and the URL_008 methodology caveat (opt-in registration → partial coverage). It does not itself contain cost, generation, or installed-base-penetration data.
Key claims
- claim: "The extract holds 8 regulated appliance categories with these registered-model counts (data rows, excluding the header): air conditioners 5,911; televisions 4,979; computer monitors 4,241; refrigerators/freezers 3,981; clothes washers 1,427; dishwashers 1,426; clothes dryers 877; pool pumps 662. Total ≈ 23,504 registered model records across the eight CSVs."
source_location: "Row counts of each energyrating_*.csv (wc -l minus 1 header): energyrating_air_conditioners 5912→5911; televisions 4980→4979; computer_monitors 4242→4241; fridges_freezers 3982→3981; clothes_washers 1428→1427; dishwashers 1427→1426; clothes_dryers 878→877; pool_pumps 663→662"
- claim: "Every non-AC category CSV carries a per-model 'Labelled energy consumption (kWh/year)' column (air conditioners have NO such column — they are rated seasonally by climate zone instead: seasonal TCEC/THEC energy plus AEER/ACOP efficiency ratios). Computed here ranges over that column (kWh/yr, min / median / max across N registered models): refrigerators/freezers 46 / 277 / 666 (n=3,981); clothes washers 137 / 288 / 1,190 (n=1,427); clothes dryers 52 / 159 / 481 (n=877); dishwashers 99 / 246 / 448 (n=1,426); televisions 51 / 397 / 2,652 (n=4,979); computer monitors 17 / 82 / 500 (n=4,241); pool pumps 370 / 1,137 / 1,643 (n=662)."
source_location: "Computed with Python csv.DictReader over column 'Labelled energy consumption (kWh/year)' in each non-AC energyrating_*.csv; reproducible. min/median/max of all positive numeric values. Column absent from energyrating_air_conditioners_2026_07_15.csv (167 columns; verified no 'Labelled energy consumption' field)"
- claim: "Refrigerators/freezers energy field, per the data dictionary: CEC_ = 'This is the Comparative Energy Consumption of the product which is its nominal energy consumption expressed as kilowatt hours per years.' (This CEC field is the column now surfaced in the CSV as 'Labelled energy consumption (kWh/year)'.) The dictionary also defines Star2009 = 'the value that determines the Energy Rating Label for the product prior to 2010', and Configuration 'e.g. Upright, side-by-side, chest'."
source_location: "datadict_fridges_freezers.docx — rows 'CEC_', 'Star2009', 'Configuration' (dictionary 'as at May 2015')"
- claim: "Air conditioners are measured seasonally by climate zone, not by a single annual kWh label. The dictionary defines the MEPS efficiency metrics: 'Rated AEER' (summary_rated_value_100_rated_cap_aeer) = 'cooling energy efficiency (W/W) incorporating PIA inoperative power consumption. This metric is what the MEPS level is based upon.' and 'Rated ACOP' = 'heating energy efficiency (W/W) incorporating PIA inoperative power consumption. This metric is what the MEPS level is based upon.' Seasonal electricity is given as 'Residential tcec_cold/mixed/hot' (cooling-season kWh) and 'Residential thec_cold/mixed/hot' (heating-season kWh), each defined against a climate-zone reference city (cold = Canberra ACT, mixed = Richmond NSW, hot = Rockhampton QLD)."
source_location: "datadict_air_conditioners.docx — rows 'Rated AEER', 'Rated ACOP', 'Residential tcec_cold/mixed/hot', 'Residential thec_cold/mixed/hot', 'c__star_cold/mixed/hot' (dictionary 'as at September 2019')"
- claim: "MEPS compliance and registration status are recorded per model: 'MEPSComp' = 'a year that MEPS was applied to the appliance'; 'SubmitStatus' = registration status, 'must be either \"Superseded\" or \"Approved\"'; 'ApplStandard' = 'the legal standard to which the appliance must comply'; 'N-Standard' = 'the test standard used for the appliance, usually denoted with the prefix AS/NZS xxxxxxx'."
source_location: "datadict_air_conditioners.docx rows 'MEPSComp', 'SubmitStatus', 'ApplStandard', 'N-Standard'; datadict_fridges_freezers.docx rows 'SubmitStatus', 'ApplStandard', 'N-Standard'"
- claim: "The register is opt-in and self-reported, with an explicit accuracy caveat: 'Availability Status ... is based on self-reporting of the registrant and is not always accurate.' The 'Sold_in' field records 'the countries where the product is registered for sale and may include Australia, New Zealand and/or Fiji' — confirming trans-Tasman scope. Of 3,981 registered refrigerator/freezer models, 3,797 (95.4%) list New Zealand in Sold_in, so the register substantially covers the NZ-available product market, not only Australia."
source_location: "Accuracy caveat ('...and is not always accurate') is the 'Availability Status' row of datadict_air_conditioners.docx; the fridges dictionary's 'Availability Status' row truncates the same wording at '...self-reporting of the registrant' (no 'and is not always accurate'). 'Sold_in' definition: both dictionaries. NZ-count computed by counting rows whose 'Sold_in' contains 'New Zealand' in energyrating_fridges_freezers_2026_07_15.csv (3,797 / 3,981)"Neobiome Intelligence relevance
This dataset is a demand-side reference layer for D01 (energy sizing) — it does not model generation, cost, or storage. Its job is to let NI put a defensible per-appliance efficiency band on each household load so the energy system is sized against real numbers, not a guess.
| Category | Models | kWh/yr min–median–max | NI use |
|---|---|---|---|
| Refrigerators / freezers | 3,981 | 46 – 277 – 666 | Always-on baseload; the single most load-bearing residential appliance line |
| Clothes washers | 1,427 | 137 – 288 – 1,190 | Shiftable load (daytime PV alignment) |
| Clothes dryers | 877 | 52 – 159 – 481 | Shiftable / avoidable (line-drying substitution) |
| Dishwashers | 1,426 | 99 – 246 – 448 | Shiftable load |
| Televisions | 4,979 | 51 – 397 – 2,652 | Electronics + standby load |
| Computer monitors | 4,241 | 17 – 82 – 500 | Electronics + standby load |
| Air conditioners | 5,911 | (no annual-kWh label; seasonal TCEC/THEC by climate zone; AEER/ACOP) | Space heating/cooling — largest swing load; heat-pump efficiency source |
| Pool pumps | 662 | 370 – 1,137 – 1,643 | Discretionary high-consumption load |
Four specific uses:
- Per-appliance demand parameters (D01). The kWh/yr bands above give NI a min/typical/best-available figure per appliance, so a Lower Moutere / national-scope household load profile can be assembled bottom-up and cross-checked against the top-down residential end-use shares in RD_007 (refrigeration ≈ 11.8%, space cooling ≈ 2.4% of residential electricity). Fridges are the canonical always-on baseload; the 46→666 kWh/yr spread (a >14× range across registered models) shows how much the appliance-efficiency assumption alone moves a baseload estimate.
- Efficiency-scenario headroom (D01). Because each category spans an efficient-to-inefficient range, NI can model a “best-available replacement” scenario (shift each appliance toward the low end of its band) to quantify the demand reduction achievable before any generation is added — the demand-side lever that shrinks required PV/BESS/hydro capacity.
- Air-conditioner / heat-pump efficiency (D01/D04). AC records carry MEPS efficiency metrics (Rated AEER cooling, Rated ACOP heating, W/W) and seasonal energy by climate zone — the primary trans-Tasman source for reverse-cycle heat-pump efficiency, feeding both energy sizing (D01) and habitat/building thermal performance (D04). ⚠ The climate zones are Australian reference cities (Canberra / Richmond / Rockhampton), so seasonal kWh must be re-based to NZ climate before use; AEER/ACOP (intrinsic efficiency ratios) transfer more cleanly.
- Methodology anchor + honest coverage caveat (methodology_frameworks). The register formalises the opt-in, self-reported registration methodology already flagged in URL_008: it is the regulated-product market, not the installed base. Use it as the upper bound of efficiency available to new purchases, and pair with installed-stock age assumptions (the second-hand market, long appliance life, non-registered parallel imports) before treating any figure as the typical household’s current appliance efficiency.
Scope limit: this is a parameter reference, not evidence for any SSI indicator or case — it feeds calculation inputs only. It carries no cost data (CapEx/OpEx must come from elsewhere) and no NZ-specific penetration/ownership data (how many households own each appliance — that lever is already held by RD_020, the RBS 2021 NZ appliance/household model).
Research targets
Advanced (kept open, annotated — partial)
- RT_149 — PARTIAL (→ this page). RT_149 sought “the actual substantive dataset behind EECA’s Efficient Appliance Calculator … per-product kWh/yr ratings, star ratings, MEPS compliance status across NZ+AU regulated appliance categories (whitegoods, HVAC, lighting, electronics, hot water).” This extract delivers whitegoods (fridges/freezers, washers, dryers, dishwashers), HVAC (air conditioners) and electronics (TVs, monitors) — plus pool pumps — with per-model kWh/yr (non-AC) or seasonal AEER/ACOP + TCEC/THEC (AC), star ratings and MEPS status. It does NOT include the lighting or hot-water / water-heater categories RT_149 explicitly named. Keep the RT open, annotated with this source_id and the two missing category groups (= the remaining Energy Rating Register extracts to pull, in NI priority order: hot-water/water-heater systems — the largest single residential electricity end-use — then lighting; hot-water/water-heater now delivered → RD_028; remaining outstanding extract: lighting only); do not move to Done.
Related — already covered (no new RT)
- NZ appliance ownership / penetration — this register gives per-model efficiency but not how many households own each appliance. That need is already met by RD_020 (Residential Baseline Study 2021 NZ Output Tables, which resolved RT_237): per-dwelling appliance energy (Appliances 2,541 kWh/yr) + the AU–NZ RBS appliance stock model. No new RT required.
Notes
Reference dataset (context: ni, type: rd) — the substantive product register behind URL_008. Read verbatim: both data dictionaries (docx→txt via textutil); the CSV structure, per-category model counts and non-AC kWh/yr ranges are computed for this page and reproducible from the raws (see each claim’s source_location). data_quality: verified reflects traceability of every stated figure to the raw; it does not vouch for the register’s own real-world accuracy, which is self-reported and opt-in (“Availability Status … is based on self-reporting of the registrant and is not always accurate” — AC data dictionary; coverage = regulated-product market, not installed base) — an accuracy caveat inherited directly from URL_008.
Multi-file source: 10 files (8 CSVs + 2 docx) stored in the subfolder source-files/03_data/rd_025_energy-rating-register/; the frontmatter sha256 is the digest of the primary file (fridges/freezers CSV, SHA-verified) — see the frontmatter notes block for the full per-file digest list and the folder-vs-file sha256 nuance.
⚠ Data-dictionary vintage lag: AC dictionary “as at September 2019”, fridges dictionary “as at May 2015”; some current CSV column headers have been renamed since (e.g. fridges CEC_ → “Labelled energy consumption (kWh/year)”). Definitions still map but post-date the dictionaries.
⚠ Two qualifications carried on this page, both verified against the raw. (a) The kWh-column claim is qualified to the seven non-AC categories: verified against energyrating_air_conditioners_2026_07_15.csv (167 columns) that air conditioners have no “Labelled energy consumption (kWh/year)” column, being rated seasonally instead (TCEC/THEC + AEER/ACOP). (b) The accuracy quote is attributed to the AC data dictionary: the “Availability Status … is based on self-reporting of the registrant and is not always accurate” wording is the full form in datadict_air_conditioners.docx, while the datadict_fridges_freezers.docx ‘Availability Status’ row truncates it at “…self-reporting of the registrant” (no “and is not always accurate”).
