Superseded data vintage — do not splice. A successor EEUD vintage (2017–2024 data year) is ingested as RD_024 (2026-07-17), which re-based this 2017–2023 back-series: 2023 national delivered energy revised 542.7 → 532.2 PJ, 2023 residential 83.6 → 85.40 PJ (residential electricity 47.7 → 49.5 PJ), 2023 transport 207.5 → 202.44 PJ. The figures on this page are RD_007's Mar-2025 extract and are NOT splice-compatible with RD_024 — for any live NI calibration cell, prefer RD_024 and treat the two vintages as discontinuous.

Scope
- Years: 2017, 2018, 2019, 2020, 2021, 2022, 2023 (7 calendar years)
- Geography: New Zealand national; no regional or TA cut in this extract
- Sectors: 5 SectorGroups → Agriculture/Forestry/Fishing, Commercial, Industrial, Residential, Transport
- Fuels: 12 → Electricity, Petrol, Diesel, Natural Gas, LPG, Coal, Wood, Solar, Geothermal, Biogas, Fuel Oil, Av. Fuel/Kero
- End uses: ~14 distinct end-uses within EndUseGroups (Heating/Cooling, Mobile Motive Power, Electronics & Lighting, Process Requirements at multiple temperature bands)
- Unit: Terajoules (TJ); convert with 1 TJ = 277.778 MWh = 0.2778 GWh
Relevance to NI and thesis
NI (primary baseline anchor):
- Residential electricity end-use breakdown (key_claim 5) is the canonical NZ-government decomposition for sizing PV + BESS against actual household load shape — water heating + space heating = 47% of residential electricity, which is the heat-pump conversion / shiftable-load envelope
- Per-household 2023 baselines (key_claim 6) cross-validate CR_009 at finer granularity
- Agriculture sector × fuel cells (key_claim 9) seed Tasman rural productive-load scenarios
- Methodology caveats (key_claim 12) tell NI when to use vs avoid specific cells (Wood/Solar/Geothermal flat → unreliable trend)
Thesis (NZ context):
- Macro sectoral split (key_claim 2) for “NZ energy state” chapter
- Transport-sector 99% fossil dependency (key_claim 8) quantifies decarbonisation magnitude
- Industrial process heat 92 PJ fossil (key_claim 10) is the macro version of the thermal-decarbonisation argument
Methodology companion ingested as OT_027 (2026-05-31): documents the hybrid top-down (MBIE balances) × bottom-up (commissioned reports + 2021 Residential Baseline Study + GDP-scaled 2007 EEUD) construction logic producing the cell values above. Key lineage rule: residential end-use cells use 2021 modifier (most defensible at fine granularity); 7 commissioned-report sectors use 2019 DYE audits; all other sector × fuel cells use GDP-scaled 2007 EEUD proportions (16+ years stale) — explains the cause of the flat Wood/Solar/Geothermal residential trends flagged in key_claim 7 (GDP-scaling does not capture rooftop PV growth or heat-pump-for-heating uptake). Heat-pump-for-heating is formally recognised across 3 end-uses (Low Temp Process Heat, Space Heating, Water Heating) — direct NI mapping.
Research targets
Documents to retrieve
- RT_126 (medium) — EECA EEUD 2024+ refresh. EECA typically updates the EEUD annually; monitor for the next vintage which would extend the time series through 2024 and surface any 2023 methodology revisions.
Research gaps
- RT_127 (medium) — EEUD regional/TA disaggregation. Confirm with EECA whether a Tasman/Nelson-Marlborough regional cut exists or can be derived; if not, document apportionment logic (household count × dwelling type + business count) as NI calibration step.
