Quantify what percentage of the 3,358 EEUD cells in RD_007 still derive proportions from the 2007 EEUD baseline (as opposed to 2019 commissioned reports or 2021 Residential Baseline Study). PDF lists the seven commissioned-report sectors + residential but does not give an aggregate cell-count percentage. Direct query to EECA Enquiries would clarify NI uncertainty banding by sector.
