Rewiring Aotearoa (2025) — The Machine Count Database (OT_153)
The open-source data layer behind OT_064 — every machine, count, price, emissions factor and electrification-cost the headline report was computed from
Rewiring Aotearoa’s public Machine Count Database (31-sheet workbook, shortlink
bit.ly/machine-count-db) — the machine-by-machine census, electrifiability criteria, energy-price + emissions-factor assumptions, per-machine electric-vs-fossil economics, capex pairs and electric-product catalogue behind OT_064. Resolves RT_229 (the “supporting documents §9” data layer). Highest NI value: the explicit energy-price stack (electricity residential $0.34254/kWh, petrol 269.98 c/L, diesel 199.2 c/L), the emissions factors (grid 0.074 kgCO₂e/kWh), the per-machine electrification-load column, and the EV energy intensity (car 0.16 kWh/km, ~1,478 kWh/yr) — all read directly from worksheet cells →data_quality: verified.
Summary
This is the open-source Google Sheet (“Machine Count Database”, 31 worksheets) that Rewiring Aotearoa publishes as the supporting data layer behind OT_064, “The Machine Count” report. Where OT_064 carries the narrative and the headline aggregates (~10.2M fossil machines, 84% “Ready”, 16.4 Mt CO₂e/yr abatement), this workbook carries the machine-by-machine rows those aggregates were computed from — the census, the classification criteria, the price and emissions assumptions, the per-machine electric-vs-fossil energy/cost/emissions calculations, and the source provenance.
For Neobiome Intelligence its value is as a calibration and input layer rather than new narrative. Four blocks are directly usable: (1) the energy-price assumptions (“2025-03-31 Energy prices” sheet) — the fuel + electricity $/unit table behind every RA savings figure, a candidate cross-check for the NI cost cells and the deliverable RT_230 sought; (2) the emissions factors + fuel energy densities — the intensity constants behind every kgCO₂e figure; (3) the per-machine electric-vs-fossil economics (“Top Machines Energy Economics”) including a “Total extra electricity demand to electrify machines (kWh/yr)” column — the electrification-load layer, plus the EV energy intensity (0.16 kWh/km) NI’s transport lever needs; and (4) the electrifiability ordinal scales (availability-of-electric-alternatives 0–5; retrofit-feasibility) that define OT_064’s Ready/Almost-ready/Not-ready tiers. The counts themselves inherit OT_064’s directional caveat (Rewiring’s own surveys + government registers), and RA labels the whole database “preliminary”.
Key claims
- claim: "DISAGGREGATED NATIONAL CENSUS (the row-level basis for OT_064's ~10.2M headline). The 'Machine Count' summary sheet holds 299 machine_type × fuel rows that sum to 10,213,287 nationwide fossil-fuel machines (≈ OT_064's ~10.2 million), each row carrying: machine_type_id, 6 category levels (category_level_1 EEUD class → level_6 sub-variant), Common machine name, Fuel type, Region, Count, Count confidence (Very High / High / Medium / Low), and Availability-of-electric-alternatives tier. Largest single rows: petrol Car 2,874,433; LPG Barbeque 1,132,910; petrol Mower-Push 505,075; diesel Ute 473,836; Wood Space Heater 453,416; petrol Line Trimmer 362,308; petrol-hybrid Car 316,433; diesel Car 302,522; natural-gas Water Heater 268,775; petrol Chainsaw 263,605. Coverage is NATIONWIDE only (no regional estimates in this version) and FOSSIL machines only (fuel types Electricity + H2 explicitly excluded from summary sums)."
source_location: "Sheet 'Machine Count' (rows 2–300; sum of Count col = 10,213,287); scope from sheet 'Parameters' (Region = '^Nationwide' — 'we only have comprehensive coverage of nationwide estimates, not regional'; Fuel types to exclude = 'Electricity, H2')."
- claim: "ELECTRIFIABILITY CRITERIA as explicit ordinal scales (the classification behind OT_064's Ready / Almost-ready / Not-ready tiers). 'Availability of electric alternatives' is a 6-point ordinal: 0 - N/A, 0 - No known development, 1 - In development, 2 - Testing, 3 - Near market, 4 - Limited availability (commercially available in Aotearoa), 5 - Mainstream (widely available). 'Retrofit feasibility' = N/A / 0 - Low / 1 - Medium / 2 - High. Each machine type also carries booleans 'Technically feasible to electrify' and 'Readily available electric alternative', a free-text 'Examples of electric alternatives', and a linked electric-product count. The 'Nationwide checklist' sheet then tags each machine with its binding barrier — Non-technical (Upfront cost / Availability in NZ / Lifetime cost) vs Technical (R&D late-stage / R&D early-stage / Needs new development) — the structured basis for the 99.6% technically-feasible / 84% ready split."
source_location: "Sheets 'Electrifiability' + 'Key' (legend rows 26–39: availability + retrofit scales) + 'Nationwide checklist' (barrier columns)."

This workbook feeds the same three pages as its parent report OT_064 — D01 (energy/electrification-load), D05 (transport), I01 (economics) — but as the data/input layer rather than narrative. It duplicates none of OT_064’s bullets; it supplies the machine-level and constant-level detail those bullets summarised.
- Energy-price stack = a candidate NI cost-cell cross-check (the RA price table, in-corpus; RT_230 itself already closed as a dup of OT_065). The “Energy prices” sheet gives the transparent
/unit table behind every RA savings figure: electricity residential **0.34254/kWh** OT_153 (vs wholesale-spot0.1195** and export **0.0797 — the same self-consumption-vs-export asymmetry OT_065 / OT_068 make load-bearing), petrol 269.98 c/L and diesel 199.2 c/L OT_153. These are candidate cross-checks against the model’s electricity-tariff and bought-fuel cells (and against RD_018 / OT_106) — not auto-applied; RA prices are its own dated assumptions, not a government series. - Emissions factors = the intensity constants for any NI carbon calc. Electricity 0.074 kgCO₂e/kWh, petrol 0.258, diesel 0.253, LPG 0.219, natural gas 0.2027, wood 0.016 OT_153 — with fuel energy densities (petrol 9.5, diesel 10.72, LPG 7.38 kWh/L OT_153) — give a self-contained, RA-internal factor set. The 0.074 kgCO₂e/kWh grid factor is a low, marginal-renewables figure (RA’s choice); flag before reuse against a government consumption factor.
- Per-machine electrification-LOAD — the layer NI explicitly wanted. The “Total extra electricity demand to electrify machines (kWh/yr)” column is exactly the electrification-load calibration RT_229 was raised for. The EV energy intensity — 0.16 kWh/km ⇒ ~1,478 kWh/yr for the average petrol car (9,238 km/yr) OT_153 — sits far below the engine’s
ev_kwh_per_ev(~4,000 kWh/yr) and is recorded as a candidate input (1,478 kWh/EV/yr), with the 4,000-vs-1,478 discrepancy flagged. RA models a smaller, low-mileage car — its ~1,478 sits below even OT_070’s ~2,673 kWh/yr NZ-average-mileage figure, which is itself below the engine’s above-average ~310 km/wk basis — so it corroborates the mileage-dependent band; it does NOT re-base the cell here. RUC **0.076/km** [[ot_153_rewiring-machine-count-database|OT_153]] matches OT_029's76/1,000 km. - Disaggregated census + electrifiability scales for the D05/D01 machine picture. The 299-row census (10,213,287 machines OT_153) with per-row Count-confidence and the 0–5 availability / retrofit ordinal scales is the structured backbone should NI ever need machine-type-level electrification sequencing (which machines are “Ready” vs blocked-on-availability). The vehicle rows (petrol Car 2,874,433, diesel Ute 473,836 OT_153) are the disaggregated counterpart to OT_064’s rounded totals and to the MoT fleet primary RD_006.
- No cell re-based here. The price/emission-factor/EV-intensity/capex values are candidate inputs for the NI cost + electrification-load layer, but none of them is applied to an engine cell — they are recorded as a sourced, cross-checkable data layer to be drawn on deliberately.
Thesis relevance (context: both). The workbook is the auditable evidence base for the thesis “electrify everything” strand: a transparent, open-source, machine-by-machine account of NZ’s ~10.2M fossil machines, their electrification readiness, and the price/emissions assumptions that turn them into a ”$-and-CO₂ deployment problem, not a technology problem” — the data substrate beneath OT_064’s argument.
Research targets
Documents to retrieve
- None as new RTs. This resolves RT_229 — the open-source Machine Count Database (Google Sheet) that RT_229 named as the “supporting documents §9” data layer behind OT_064.
Documents advanced / noted (not raised as new RTs)
- RT_230 (RA “Energy prices” spreadsheet) — already REJECTED + CLOSED (dup of OT_065; real target not pursued, project decision 2026-07-17); no reopen. This workbook’s “Energy prices” sheet nonetheless brings the RA fuel + electricity price table into the corpus (petrol 269.98 c/L, electricity residential $0.34254/kWh, wholesale/export, gas/LPG/wood, RUCs) — recorded here as a key_claim so the assumption set is retrievable without reopening the closed RT.
- RT_231 (RA solar generation & area-requirements calculator) is NOT served by this file — no solar-area calculator sheet is present in the Machine Count Database. Kept Open, unchanged.
- The workbook’s further sheets (Electric products catalogue, Agg Emissions, Machine Type Agg, Pivots, ANZSIC Enterprises, Households & Dwellings, helper/working sheets) are read but not extracted into key_claims — available on the filed raw if a later machine-level D01/D05 calc needs them.
Notes
Public open-source data workbook (Rewiring Aotearoa “Machine Count Database”, 31 sheets), read directly from the .xlsx worksheet cells → data_quality: verified; every figure in Key claims carries its sheet + cell/row location, and two economics rows were recomputed for internal consistency (petrol Car: 726.8 L/yr × 2.6998/L = 1,962 opex ✓, 6,905 kWh × 0.258 = 1,781 kgCO₂e ✓; EV 0.16 kWh/km × 9,238 km = 1,478 kWh/yr ✓, 1,478 × 0.34254 + 0.076 × 9,238 = ~$1,208 opex ✓).
Not a duplicate of OT_064. The content it holds is the machine-level workbook OT_064’s narrative + headline figures were computed from — the exact “supporting documents §9 data layer” RT_229 sought. It is cross-referenced to OT_064 and to its sibling RA sources OT_065/OT_066/OT_067/OT_068/OT_070.
Reliability caveat (scope, not fidelity). RA self-describes the database as “a preliminary database that will continue to evolve”. The COUNTS derive from Rewiring’s own surveys + government registers (the same basis as OT_064, which carries the self-selected-survey caveat) — directional at machine-type level. The PRICE and EMISSIONS-FACTOR assumptions are RA’s own dated choices (e.g. the low 0.074 kgCO₂e/kWh grid factor); treat as cross-checkable inputs, not authoritative government series, before any NI cell adopts them.
Routing. context: both — mirrors OT_064: feeds D01/D05/I01 as the NZ electrification data layer and underpins the thesis electrification-economics strand. topics: [energy_generation, mobility_transport, energy_storage_grid, building_habitat, nz_specific]. It feeds calc domains, but no NI cell takes a sole value from this page — the price/EF/EV-intensity figures are recorded as candidate inputs, not applied.
