National direction amendments 2025 (in force 15 January 2026)
Summary
A package of new and amended Resource Management Act 1991 national direction instruments, notified in the New Zealand Gazette on 18 December 2025 and in force on 15 January 2026. Two of them change the site gates the regulatory analysis leans on: the National Policy Statement for Highly Productive Land (NPS-HPL, REG_009) and the freshwater instruments (NPS-FM and the NES-Freshwater, REG_018). These are amendments made through the ordinary national-direction process, and are SEPARATE from the RMA-replacement bills at REG_019 (which do not name these instruments). This source supplies the held primary for the current (as at 2026) regulatory position.

The substantive gate changes were made by this national-direction gazettal, not by the RMA-replacement bills at REG_019 (reported back 20 July 2026): an amendment-versus-reform distinction that matters for stating the current regulatory position.

The NI productive-land gate reads the NPS-HPL (REG_009) as protecting LUC 1-3. From 15 January 2026 that is no longer the operative position: LUC 3 is opened to urban rezoning and development. If the NI tool is to state the current regulatory position, the HPL gate logic (LUC 3 no longer forecloses) is a candidate update. This is a modeling decision, flagged here, not made in this ingest.
