Verifies the retrievable HALF of CR_045's consent cost — the council fees, not the consultant work
CR_045 estimated an all-in community water-take consent at NZD 25,000–35,000, and was explicit that this is dominated NOT by council processing fees (NZD 2,000–7,000 non-notified; Waikato hourly $160–220) but by mandatory hydrogeology/AEE technical work. This source is the primary retrieval of the council-fee and annual-charge components only — the deposits, fixed fees, staff hourly rates and annual consent-holder charges that two regional councils actually publish. It confirms the mechanism and the rates, lifting those sub-figures to
verified; it does not touch the dominant consultant-cost driver (that is RT_297 / CR_052). ⚠ ECan fees are GST-inclusive; Waikato fees are GST-exclusive.
Summary

Discrepancy recorded — CR_045's annual-charge floor is ~$70 too high
CR_045 stated the annual compliance charge as NZD 300–1,500/yr. The two published schedules put the floor at **~
230/yr** (ECan230/water-permit/yr; Waikato ≈230/yr for a modest non-farm take =165 admin +65 info-gathering). So these primaries **revise CR_045's lower bound DOWNWARD from300 to ~230** — a minor correction, not a confirmation of CR_045's "low end". Every figure here is verbatim-correct; only CR_045's *derived* floor moves. The1,500 upper bound is untouched (it is volume-driven at 48c/m³, not a published fixed figure).
What this does NOT do (the honest limit). It does not lift the headline water_take_consent_capex (25k) to verified, because CR_045’s own finding is that the council fee is the minor component — the **dominant 12–25k is hydrogeological assessment + AEE consultant work**, which no fee schedule covers. That piece is [[cr_052_nz-bore-consent-cost-legume-luc-yield|CR_052]] (indicative, ~10–19k consultant) and still awaits a real quote (RT_297). So the correct model action is: mark the council-fee and annual-charge sub-components as primary-sourced (this source), keep the total at medium pending RT_297, and keep the annual-charge input at the low ($230–310/yr) end unless a large-volume take is modelled.
Two comparability traps for the engine:
- GST basis is inconsistent between councils — ECan fees are GST-inclusive (15%); Waikato fees are GST-exclusive. A cross-council figure must be normalised (add 15% to Waikato, or strip 15% from ECan) before it enters a cost cell. The OT_090 vs CR_045 bore-permit discrepancy (
546.25 vs475) was exactly this. - A deposit is a floor, not a price — both councils recover actual costs above the deposit, so the deposit understates the true council fee for anything non-trivial. Use the deposit as a lower bound.
Cross-source consistency (good news): the deposit range here agrees with the other cost syntheses — CR_050 cites Auckland deposit 7,000 / Marlborough ~7,218; CR_052 cites “1.5–5k deposit, region-varying." ECan's 5,000 and Waikato’s $1,000-floor sit inside that spread, so the regional council-fee layer is now triangulated across four sources.

- RT_297 remains OPEN (unchanged). The dominant, currently consultant-estimated cost driver — a real NZ hydrogeological/AEE quote for a community water-take consent — is covered by no fee schedule and is the piece still needed to firm
water_take_consent_capex. This source deliberately does not touch it. - Currency caveat (no new RT). The Waikato detailed table read here is the 2025/26 DRAFT-PROPOSED schedule; the July 2026 guide references the 2026/27 Annual Plan (“most recent review completed June 2026”). The guide confirms the
1,000-deposit structure and the80 farm-dairy charge persist, but the fine-grained annual consent-holder figures (165 admin, 48c/m³,600 non-consumptive-impact) should be re-confirmed against the final adopted Waikato schedule before they drive a precise output. Flag, not a retrieval target.
