The reviewed Selwyn District Plan (Partially Operative, National Planning Standards format). Selwyn is a district council — its regional water/discharge limb is the Canterbury LWRP (REG_023). Together with REG_023 it makes Canterbury/Selwyn the campaign’s restrictive stratum on both axes — rural density and wastewater.
Summary
Selwyn’s General Rural Zone is restrictive by minimum-site-size: a residential unit is a permitted activity (GRUZ-R3) only where the site meets the GRUZ-SCHED2 density — 4 ha (Inner Plains) up to 120 ha (High Country) per residential unit across the productive rural areas. Subdivision in the zone is a Controlled activity to those same minimums (SUB-R2). But on Māori Land in the Māori Purpose Zone, papakāinga housing is a Permitted activity with no density minimum (MPZ-R2, built-form standards only) — the fourth independent council confirmation that NZ’s community-density pathway is Māori-land-specific. A clustered eco-community on general rural land in Selwyn faces the tightest joint constraint in the sample — a dwelling needs 4–120 ha, on-site wastewater needs ≥4 ha, and subdivision only reaches those same large minimums. The one pathway that escapes it is papakāinga on Māori land — which, per the campaign’s scope boundary, the project observes as regulatory design but does not claim.
