Earthsong - annotated Waitakere district-plan map (Ranui 28): site and amenity context

Summary

This document is a scanned page from the Waitakere City Council Proposed District Plan (“Human Environments” map series) - sheet Ranui 28, printed at 1:8000 with a scale bar graduated to 1 km, in its December 1998 version (first proposed October 1995) - that has been hand-annotated to present the Earthsong Eco-Neighbourhood site in its neighbourhood context. A green handwritten “Earthsong” label points to a red ellipse drawn around a parcel on the north side of Swanson Road, and red handwritten labels mark the everyday amenities clustered around the Ranui centre to the site’s south-east: Shops, Library, Playcentre, Park, School and Train station. A large hand-drawn circle centred on that amenity cluster encloses the labels, with the circled site sitting on its northern arc - a drawn walking-catchment device relating the site to its services. “Swanson” is written at the western edge and “To the city + Henderson” at the eastern edge beside Swanson Road, marking the road connection east toward Henderson and central Auckland; the rail link itself is evidenced by the NZR1 corridor and the labelled Train station. The page is published in Earthsong’s own public document collection; the annotations carry no date or author. The map version (December 1998) immediately precedes the group’s November 1999 land settlement, so use during the site-search phase is consistent - but the annotations could equally have been made later for the community’s public documentation, and neither reading is asserted. It is the site-selection amenity-context artifact of the Earthsong record: the map-based counterpart to the group’s written site-feasibility checklist (OT_148).

Relevance

To the thesis / case record. This is the site-selection amenity-context artifact for Earthsong Eco-Neighbourhood: documentary evidence that the community’s siting was assessed - and is presented by the community itself - in terms of walkable access to everyday amenities and rail transport. It reads alongside OT_148 (the written site-feasibility checklist, whose SIZE section lists “zoning” and whose SERVICES section lists utilities) as the map-based half of the same due-diligence picture, and it is the documentary counterpart to the Interviewee account of a deliberate dense-urban choice to stay connected to city facilities and transport rather than seeking self-sufficiency “in a little bubble” (Interview VI [INT_006]). The base map’s December 1998 version is consistent with use during the site-search phase that ended with the November 1999 land settlement, but because the annotations are undated this page is cited as the community’s own amenity-context presentation of its site, not as a dated site-search working document.

To Neobiome Intelligence (framework, not data). A real NZ community’s hand-drawn amenity-catchment map is the manual precursor of the proximity/access dimension the NI site-assessment computes (distance to services, transport connections) - the same corroboration-of-dimensions value OT_148 provides for the checklist side. No figure is taken from this source: the drawn circle carries no stated radius, the printed scale is the only number on the page, and nothing feeds a calculation cell.

Research targets

None. No new research target is opened (the artifact is complete in itself), and no existing target is resolved - a check of wiki/research_targets.md found no target for this map; RT_279 (the planning-layer GIS work) concerns current council zoning data and is untouched by a 1998 site-specific sheet. This file is the zoning-map companion document that the notes of OT_148 identified in the same Earthsong collection; it has now been retrieved and ingested without an RT ever having been needed for it.

Notes

• Image-only scan; visually read. The PDF contains no extractable text (pdftotext returns an empty result), so the verified-source-only rule is applied visually: every claim above describes what is directly inspectable on the page image and is tagged [visually verified] instead of [verified verbatim]. Small base-map print (street names, most zone codes, the fine-print copyright block at bottom right) is partly illegible at scan resolution and is not claimed.
• data_quality: high, not verified. The base sheet is an authoritative council planning map and the annotations are first-party (published in Earthsong’s own collection), but the page cannot be byte-quoted, the annotation author and date are inferred rather than stated, and parts of the sheet are illegible - so the page stops one tier short of verified.
• No radius/distance figure is recorded. Against the printed 1 km scale bar the catchment circle’s radius reads as very roughly 1 km, but that is an approximate visual estimate from a scanned image and is deliberately not stated as a claim. Do not cite a walking-radius figure to this source.
• Not a zoning determination for the site. The Earthsong parcel’s own zone code is not legible on the scan (claim 7). This source evidences the site’s amenity context; any statement of the site’s actual zoning under the Waitakere district plan needs a legible plan extract or the consent record.
• Address. The circled parcel fronts Swanson Road; no street numbers are legible, so this map is neutral on the Swanson Road street-number variance (449-455 vs 457) that appears across the Earthsong consenting documents.
• Sibling documents. Part of the Earthsong public document collection, alongside the founding-era and consenting-era primaries aggregated by the case page earthsong_ranui (checklist OT_148, founding agreement OT_141, capital costs OT_098, and the council-relationship documents ingested from the same collection).
