Octavianti & Staddon 2021 — review of 80 water-security assessment tools (LIT_065)
The methodological anchor for the water measure
A critical review of the entire water-security metrics landscape. Its central conclusion — the more local the scale and the more specific the water domain, the more meaningful the metric — validates the NI choice of a community-scale, per-domain
water_ssi, and warns that aggregating water dimensions “may be problematic.”
Summary
Octavianti & Staddon review 107 publications (17 conceptual + 90 methodological) proposing 80 metrics for measuring water security. They find two dominant clusters — experiential scale-based metrics (household water experiences and well-being) and resource-based metrics (freshwater availability / water resources security) — and argue that metrics become more meaningful the more local the scale and the more specific the water domain. They caution that aggregating distinct water domains into a single measure may be problematic, and note that most proposed metrics lack validation testing. For NI, this is the methodological justification for measuring water self-sufficiency at the community scale on a specific water balance, and a caveat for the SSI composite.
Key claims
- claim: "SCOPE. A critical review of the water-security metrics landscape: 107 publications (17 conceptual + 90 methodological) proposing 80 metrics to measure water security. Two dominant research clusters were identified: 'experiential scale-based metrics' (measuring the water experiences of households and their impact on human well-being) and 'resource-based metrics' (assessing freshwater availability or water resources security). The largest such review of water-security measurement to date."
source_location: "Abstract; Section 2 (the two clusters); Tables 1-2"
- claim: "THE CORE METHODOLOGICAL FINDING (verbatim) - validates a local, per-domain measure. 'We posit that the more local the scale and the more specific the water domain, the more meaningful results that the metrics can provide.' This supports measuring water self-sufficiency at the COMMUNITY scale on a SPECIFIC water domain (the NI water_ssi approach), rather than a broad national aggregate."
source_location: "Abstract; Discussion"
- claim: "THE AGGREGATION CAVEAT (verbatim). 'Acknowledging the interrelationship between different water domains (e.g., water resources and water hazards) is important, but their aggregation for measurement may be problematic.' A caution against collapsing distinct water dimensions into a single composite score without care."
source_location: "Abstract; Discussion"
- claim: "RECOMMENDATIONS / GAPS. The field needs validation tests of the proposed metrics (the review notes most metrics are not validated), collaboration among academics and with practitioners, and attention to 'topics beyond water'."

The methodological justification for the model’s water design. The review’s own conclusion — “the more local the scale and the more specific the water domain, the more meaningful” — is precisely the NI choice: water_ssi computed at the community boundary on a specific monthly water balance, not a national aggregate. This pairs with the boundary-dependence point in LIT_063 (Rygaard’s WSR): together they say define the boundary, keep the domain specific — which the NI water cascade does.
The aggregation caveat (“aggregation for measurement may be problematic”) is a real caution for the SSI composite. The NI design partly answers it: the composite carries a geometric headline plus a limiting-domain co-headline (D31), so a strong domain cannot mask a weak one — the limiting-domain reading is exactly the kind of “don’t over-aggregate” safeguard this review calls for. Research targets
Documents to retrieve
- None. This resolves RT_015 (the water-security measurement-methodology review).
Research gaps
- The review flags an unmet need for validation testing of water-security metrics — a general caveat that applies to NI’s
water_ssitoo (it is a modelled ratio, not a field-validated index).
Notes
Primary — the peer-reviewed article, read verbatim. data_quality: verified. Green-OA from the NSF Public Access Repository. context: both — a thesis methodology benchmark that also grounds the D03 water-measurement method. ⚠ Corrects the RT_015 I03→D03 layer tag (I03 is Cultural Heritage; water self-sufficiency is a D03 resource-domain measure).
