D_002 — National scope: all of NZ, no single pilot site
Decision
Neobiome Intelligence models all of New Zealand at regional resolution (the 16 regions), with no single privileged pilot site. The earlier Lower Moutere / Tasman “pilot” framing is retired. Tasman, Nelson and Lower Moutere data remain valid as one region’s data among 16 — not as a special design target. Site-specific, cadastral-level detail (one rooftop, one address) is out of scope; the model’s regional input columns provide national coverage and any region can be selected.
Rationale
- National relevance. The research question — how technology helps remote NZ communities reach self-sufficiency — is answered better by a tool that runs for any region than by one tuned to a single 50-household site. A single pilot was scaffolding for building the engine; the engine now exists.
- The regional layers already exist. The model’s load-bearing climate/resource inputs are already national, 16-region: solar specific yield (RD_013), rainfall + temperature + frost (RD_022), small-wind capacity factor (CR_013). Nothing structural depends on Lower Moutere.
- Firms an existing direction. The “national data preference” (2026-05-31) already steered toward all-NZ data while keeping Tasman as a worked pilot. This decision removes the pilot entirely, making the preference a hard scope rule.
Implications
- Model: inputs are selected by region (16-region columns); no cadastral / site-specific layer. Tasman/Nelson rows are ordinary regional rows. The dry-east vs wet-west spread (water SSI varies ~4.7× across regions, RD_022) is a headline national finding, not a pilot result.
- Research backlog: site-only targets are retired (RT_099 cadastral solar run; RT_129 pilot-conditional microdata). Pilot-framed targets are reframed to national (RT_089, RT_090, RT_110, RT_127, RT_137, RT_163). Already-national targets are unchanged (RT_140, RT_149, RT_207, RT_221, etc.). National solar validation = RT_207 (validate RD_013’s 16 regions) replaces the single-site RT_099.
- Sources: pages mentioning “the pilot” (e.g. CR_010 Nelson–Tasman, OT_030) stay valid as regional data; their pilot language is reinterpreted, not deleted.
